| Targets |
The Voluntary Initiative Steering Group first agreed indicators and associated
interim and final targets for the VI in December 2002. These were reviewed in March 2004
and refined interim targets published in April 2004.

The Steering Group have selected 18 indicators with which to measure the success of the
Voluntary Initiative; the Indicators chosen cover:

Protecting water;
Benefiting biodiversity;
Changing behaviour.

Final and interim targets have been set for all 18 indicators; deadlines for the
targets vary with the type of indicator and depend on the publication of
Government/regulatory data. The key water target is a 30% reduction in the
frequency of detection of individual pesticides in untreated surface water at
levels above 0.5 and 0.1ppb. Biodiversity targets are achieved through surrogates
such as training, and crop protection management plans. Revisions to the original
targets proposed in the February 2001 have been made, the reasons for the changes
are explained in the paper.
